Robbie L. Vannaman, Tax Analyst

Robbie Vannaman transitioned to the KU Office of General Counsel in 2008 from KU Internal Audit. He served KU as an Auditor and Senior Auditor from 1982 through 1995 and as the Tax Analyst from 1996 to 2008. A lifelong Kansan, Robbie has Bachelor of Science degrees in Education and Business and a Master of Science degree in Education from Emporia State University where he graduated with honors and was awarded membership into the Honor Society of Phi Kappa Phi. From 1979-1981 he was the Associate Director of Big Brothers and Big Sisters of Emporia, Kansas.

Lori Haaga, Director of Legal Administration

Lori Haaga joined the Office of General Counsel on the Lawrence campus in December, 2016.  A native Kansan, Lori has been previously employed with the FDIC and several private practice law firms.  She has a 30 year history of experience in various areas of law, and has enjoyed the most recent 17 years with the firm of Foulston Siefkin LLP in the area commercial insurance litigation defense, where she had responsibility for managing medical malpractice claims, personal injury and health law matters.

Toni R. McMillen, Executive Assistant

Toni joined the General Counsel's office on the Lawrence campus in April 2006. She attended the University of Kansas where she studied cellular biology, and she earned a B.A. in Financial Management from The Ohio State University. Previous employers include Honda of America Mfg., Inc. and the Office of Legal Affairs at The Ohio State University.

Patrick L. Phillips, Director of Enterprise Risk Management

Patrick joined the General Counsel's office as an administrative assistant in October 2011. He received his MA and BA in English at Creighton University (Omaha, NE) where he was also inducted as a member of Alpha Sigma Nu, the national Jesuit honor society. Patrick began his career at the University of Kansas in August 2007 when he began teaching composition and literature courses in the English Department. While at KU, he earned the English Department's Outstanding Instructor Award, and served as managing editor for the Journal of Dramatic Theory and Criticism.

Michael Rosenberg, Director of Insurance

In 2019, Michael Rosenberg joined the Office of General Counsel after serving 7 years as KU’s first Director, Risk Management, under the Office of Business & Financial Planning.  Michael brings nearly 40 years of diverse insurance and risk management experience to the Office of the General Counsel and is responsible for property, casualty and liability insurance for the University and its controlled affiliates. He also plays a consulting role to KBOR in a variety of matters including property, automobile and cyber liability insurance, and in the selection and management of KBOR’s insurance broker.  Prior to KU, Michael spent over 20 years with PepsiCo and 10 years with Bristol Myers-Squibb in Treasury, Risk Management and Insurance roles. He is member of the Midwestern Higher Education Compact leadership and Chair of its loss control committee. Michael has a Bachelor of Arts degree from the State University of New York.

Jennifer Sanders Kellogg, Paralegal

Jennifer Kellogg joined the General Counsel’s office in May 2019, bringing more than 25 years of experience in commercial and employment litigation.  Prior to joining the University, she spent most of her career as a litigation paralegal with the Kansas City offices of international firms Bryan Cave LLP and Littler Mendelson P.C., assisting counsel in the representation of business clients in all stages of litigation proceedings before Kansas and Missouri state and federal courts, administrative agencies and arbitration tribunals. She has given orientation and continuing legal education presentations to attorneys and paralegals on the topics of discovery and removal of state court actions to federal court.  After spending a few undergraduate years as a Jayhawk, she earned her AA paralegal degree from Washburn University (1992).

Rachel Klem, Administrative Assistant

Rachel joined the General Counsel's office in 2018 and serves as the administrative assistant on the medical center campus.  She earned a B.A. in Studio Art and German Studies from the University of Missouri-Kansas City.  Rachel previously worked in the Office of Affirmative Action & Title IX at UMKC, where she focused on data analysis and violence prevention programming for faculty, staff and students.

Jen Arbuthnot, Custodian of Public Records

Jen transitioned to the KU Office of the General Counsel in 2019 and has served as the Custodian of Public Records for the University of Kansas since 2017. Jen’s responsibility as Custodian includes serving the University, Kansas Athletics, and the University of Kansas Medical Center. Prior to joining the Office of the General Counsel, Jen served KU as a Program Coordinator in the Policy Office from 2016-2019. Jen graduated summa cum laude with a Liberal Arts degree from Washburn University. Prior to coming to KU, Jen previously worked as a Business Analyst for Cerner Corporation in Kansas City, Missouri.
